On March 9, 2021, Justin Small (JD 2022), one of the students of the International Human Rights Center, presented to the Committee on Economic, Social and Cultural Rights a civil society parallel report to the fourth report by the Hong Kong Special Administrative Region of the People’s Republic of China on the Implementation of the International Covenant on Economic, Social and Cultural Rights. The report focuses on the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region and how some of its provisions pose serious risks to academic freedom protected by articles 13 and 15(1)(b), (2), (3) and (4) of the Covenant (right to education and the right to science).
